Apuntandome - Lago de Ribadesella y Nosti Sampedro

Aparently my family travelled across Asturias from Muñas (1777) to Boal (1797) and then to Ribadesella (1804-1835). Their last names were De Lago, Lago Suarez and Lago Santianes. Josefa Lago married Francisco Nosti Sampedro. The pioneer of our family in Puerto Rico, Francisco Lago Santianes appears in the death records of his parents in Ribadesella as "ausente en America". "absent in America". What has me stumped is he writes to the government of Puerto Rico and states that he belongs to the "fuero de la marina". Which should give him a privelege not to have to serve as a regidor for another term. After corrresponding with the Archivo de la Mariana they don't have any records on such a person. Does anyone have any ideas on researching this "fuero".
Unrelated I have extensive records on the Fernandez de la Reguera (apellido compuesto) family from Puerto de Vega.
