Birth certificate from Clarksburg WV?

I am in need of my Mother's Birth Certificate and I don't know exactly how to go about it.

She was born in Clarksburg, West Virginia (Northview)

Here name is Angelina Montes

Father Adelino Montes

Mother Adelina Montes

She was born July 8, 1912

If anyone can tell me just how to get this I would appreciate it.

Barbara, I don't know how to get that birthcertificate, but I guess they will be able to tell you at the Clarksburg Civil Registry if there's one there.

I'm just wondering at the striking coincidence of your grandparents' names. Are you sure they were Adelino Montes and Adelina Montes. It sounds like it could be an error, don't you think?
