The Asturian government internal audit service has found the process by which suppliers and contractors are chosen fundamentally flawed, at least for the small amount ones contracts on the department selected for scrutiny.

For smaller contracts, bidders were selected on the basis of the experts' judgements of value rather than objective and transparent criteria. This was even the case when better/cheaper contracting companies were available .

Are they simply incompetent (unforgivable anyway) or is it something worse ?
