Well, I'll go on about what concerns me: please read the transcription of "the tape" from 2001 where Lavandera tells the Guardia Civil in detail what Toro and Trashorras were up to, after the National Police absolutely ignored him.

For those of you who don't know, Toro and Trashorras are the ones who sold the Moroccans the explosives for the Madrid bombings. They are well-known drug and gun smugglers from Avilés and it is suspected that their activities have been tolerated and covered up by the Police because they were stool-pidgeons.

Wow, that transcript was mind-boggling.
Well, I suppose this just shows that all governments are capable of honest mistakes, stupid blunders, and/or incompetence. (At least it's not just the US.) In the best light, this is because of the compromises they have to make. If governments want intelligence about criminal activity, for example, they have to deal with criminals and the shady people associated with them. Often that means ignoring the crooked dealings of their contacts. If they weren't crooked, they wouldn't have access to the people governments really want to know about. In this case, however, it turned out that the stool pigeons were a lot closer to creating a disaster than the police seem to have realized.

Pues, supongo que solamente muestra que todos los gobiernos son capaces de errores honestos, equivocaciones estúpidas, y/o la incompetencia. (Al menos no es solamente EU.) Verlo con buenos ojos, es debido a los compromisos que los gobiernos tienen que hacer. Si quieren inteligencia sobre la actividad criminal, por ejemplo, tienen que tratar con criminales y la gente sospechosos asociada con los criminales. A menudo quiere decir que no pueden hacer caso de las transacciones sinvergüenzas de sus contactos. Si ellos no sean pillos, no tendrían el acceso a la gente de la que el gobierno realmente quiere saber. En este caso, sin embargo, se resultó que los chivatos eran mucho más cercanas a la creación de un desastre que la policía parece haber comprendido.
